As we leaved in democracy country, the rules and law are made for people welfare then this law must be implement 

This law will be implement if both state and central government fail to give resolution to the crisis in any field.

Then each state or central person from IAS Or IPS how is representive of common man wellfare give the solution for the crisis.

If 40% of person in any category is suffering from any crisis or any difficult in there life this law will be implement for comman man.
